In the year 2008 the United Nations has discovered a problem…and devised a solution. The worst villains in history, who they’ve tried and failed to capture for decades, have protégés in the works. Children, some “adopted”, some born, all criminally raised. Their new mission is to capture these unique offspring and “reform them”. Surely, their parents have to succumb to a natural death sooner or later. With their children safe in an American institution perhaps the world might be safe at last. However, I think they’ve rather underestimated these kids…don’t you?

he Institution was founded by the UN in late 2007 and is located in the middle of a former potato field in rural Idaho. It’s enormous and looks comically out of place. The building is painted a stark white, has five floors, and is surrounded by a vast paved “recreation yard” which is further surrounded by barbed wire. The original plans called for added external security but those members of the project’s Administration who stressed the “Treatment” part of the name wouldn’t have it. “They are children for Christ’s sake…barbed wire and armed guards are bad enough”.
nside, the floors each serve a distinct purpose. The first is for administration and official business matters. There is a modern-looking lobby, bland offices, and several unused rooms for visitors. The second floor is where the education and treatment come in. Here are classrooms and private psychiatric rooms. They were planned to be bright, organized, pleasant…everything these children hadn’t been raised with. Today they’re more of a comedy stage. Those that choose to go regularly do so for amusement, those that don’t are only forced to once a month. (So as to show them that adults aren’t merely forceful and fearful)
loors three through five are living quarters for the residents of the institution. The rooms are small without much in them with two people (of the same sex) to a room. The only possessions the children have, besides the necessities the government has provided them with, are whatever they had on their person at the time of their forceful induction into the program…and whatever their parents have been able to send them…via remailing service of course. Also on each housing floor is a common room of sorts for socializing.
or the most part the students, as previously mentioned, see the school as a rather large joke. The place is about as secure as Gothem City Asylum. Hence, occasional “vacations” are not uncommon among the residents and are hardly noticed and wholly unaddressed by the divided staff. Some of those that work there see the Institution as no more than an amped up Juvenile Hall and feel that the kids are hardened criminals and treat them as such. Others, conversely, see the place as a chance to give the young, misguided innocents a fresh start. Needless to say, there is often more conflict among the staff than among their charges, much to the amusement of the latter. The world in general knows little to nothing about the project…”What they don’t know can’t hurt them.”. Residents of the area of Idaho where the building was placed think it’s a special government school for the “gifted”. Well, that is about right…
